Prime Minister Approves BT Investment for the Central Interchange Project in Long Bien District

The Prime Minister assigned the Hanoi People’s Committee to review the project’s implementation capacity and conditions to ensure feasibility, and to take full responsibility for all obligations committed under the BT contract in accordance with current regulations. The Hanoi People’s Committee is responsible for monitoring the project’s progress and compliance with current regulations during the implementation of the BT project.

The Prime Minister also approved the Hanoi People’s Committee’s permission for the investor to implement another project simultaneously with the BT project. This other project is to be carried out by the investor to recover investment capital and profit, or to serve as payment to the investor under the agreement in the BT contract.

The investment project to construct the central traffic interchange in Long Bien District includes the following main components: construction of a 6-lane overpass for motor vehicles, with 3 lanes in each direction, along the Nguyen Van Linh – Dong Tru route (extended National Highway 5). This overpass will pass through the roundabout area, the Gia Lam – Yen Vien railway line, and the railway line leading to Duc Giang petroleum depot; construction of a roundabout interchange to organize left-turning traffic flows in various directions and non-motorized traffic flows, with a central island radius of 40 meters; and construction of inner-city roads along both sides of the overpass, designed to pass under the existing Hanoi – Dong Dang railway through two underpasses with a clearance height of 3.5 meters for inner-city vehicles and two pedestrian tunnels with a clearance height of 2.5 meters.

The total investment of the project is approximately VND 2,847 billion, using part of the state budget and advance capital from the investor, Him Lam Joint Stock Company. The project implementation schedule is planned for the 2014–2015 period.

The investor will be facilitated in exploiting reciprocal land funds, including 20 hectares in Duong Xa Commune, Gia Lam District; 320 hectares in Long Bien and Cu Khoi Wards, Long Bien District; and an additional 135 hectares outside the Red River embankment with exploitation potential.
